Depends on what you want to do...
You can get a free trial of Blaze Media Pro, which I love, and/or MP3Trim, which is good too. :)

Cakewalk can do it. I have it. I think I have another that is pretty good too, but i don't really know how to use it, or what it's called. Aren't I helpful?
